The Ethics and Anti-Corruption Commission (EACC) has apprehended three individuals in connection with the alleged misappropriation of Ksh4.8 million allocated for electricity transformers in Igembe North Constituency.
The suspects—Pauline Waruguru Mwangi, James Muroki Eusebio, and James Ntonjira Ntongai—were arrested on Wednesday and are set to appear in Meru Law Courts to face charges related to corruption.
Background of the Case
- Funds were designated during the 2014/2015 financial year to procure and install six transformers across various locations: Buathine, Ethiopia, Ntobocui, Luciuti MCK, Marere Centre, and Muurune.
- Each site was allocated Ksh800,000, totaling Ksh4.8 million.
- The money was disbursed into six separate project accounts but was withdrawn on the same day by the suspects, allegedly under the authority of the then NG-CDF Fund Manager Pauline Waruguru Mwangi.
- Despite claims that the Rural Electrification Authority (REA) and Kenya Power and Lighting Company (KPLC) were contracted, both organizations denied any involvement or receipt of payments.
- No transformers were delivered or installed at any of the designated sites.
Legal Proceedings and Next Steps
- The EACC forwarded the investigation file to the Director of Public Prosecutions (DPP), who authorized prosecution on charges including conspiracy, unlawful acquisition of public property, abuse of office, and misappropriation of NG-CDF funds.
- While three suspects have been detained, the commission has summoned a fourth individual, Joshua M'maroo, to present himself for processing and arraignment.
The EACC reaffirmed its dedication to safeguarding public resources and holding accountable those involved in corruption and economic crimes.
