The Senate Minority leadership has proposed removing Nairobi Senator Edwin Sifuna and Vihiga Senator Godfrey Osotsi from two of the Senate's principal financial oversight committees.
On July 27, the Minority Whip submitted a reshuffle plan to the Senate, which, if approved, would see Sifuna exit the County Public Accounts Committee (CPAC) and be reassigned to the Standing Committee on Agriculture, Livestock, and Fisheries.
Similarly, Osotsi is set to leave the County Public Investments and Special Funds Committee (CPIC) and move to the Standing Committee on National Cohesion, Equal Opportunity, and Regional Integration.
Committee Replacements
- Nominated Senator Joseph Githuku and Kilifi Senator Stewart Madzayo are proposed to fill Sifuna's vacated CPAC seat.
- Taita Taveta Senator Johnes Mwaruma and nominated Senator Hezena Lemaletian are slated to replace Osotsi on CPIC.
Other senators affected by the reshuffle include Moses Kajwang' (Homa Bay), Beatrice Ogola, and Enoch Wambua (Kitui). The Senate Business Committee has recommended adopting these changes immediately upon House approval.
Context: ODM Party Divisions
The reshuffle comes amid escalating tensions within the Orange Democratic Movement (ODM). Both Sifuna, who was recently removed as ODM secretary general, and Osotsi, who lost his deputy party leader position, are key figures in the breakaway Linda Mwananchi Movement.
This faction openly challenges the current ODM leadership under Siaya Senator Oburu Oginga, who took over the party helm in October 2025 after the passing of Raila Odinga.
Sifuna and Osotsi have held nationwide rallies signaling intentions to chart an independent political course ahead of the 2027 general elections.
While the Minority leadership has not explicitly linked the committee changes to party disputes, the timing has attracted considerable attention.
