Health Cabinet Secretary Aden Duale has faced criticism over his unclear responses concerning key public health challenges, including the status of the Laikipia Ebola quarantine facility, undisclosed Ebola isolation centres, and pending payments by the Social Health Authority (SHA) to private hospitals.

Despite a High Court order halting construction at the Laikipia Air Base Ebola facility, Duale maintained that no work was ongoing. However, satellite images and reports indicated active setup and quarantine of personnel, including seven members of an American humanitarian team's Disaster Assistance Response Team (DART).

During a July 22 event receiving Ebola response equipment from India, Duale reiterated compliance with the court ruling, asserting that construction had ceased at Laikipia and was continuing only at other designated sites. He also refused to disclose the locations of the 23 Ebola isolation and quarantine centres, citing the Public Health Act as justification.

This secrecy has sparked concerns about where individuals exposed to Ebola should seek isolation or treatment, raising questions about the country’s readiness to manage outbreaks effectively.

SHA Payment Delays and Government Response

On the issue of delayed SHA payments to private healthcare providers, Duale dismissed claims of outstanding letters from hospitals, challenging media outlets to register patients directly with the SHA portal. The Rural and Urban Private Hospitals Association of Kenya (RUPHA) condemned the Health Ministry's approach, accusing the CS of deflecting blame onto the private sector and the media rather than addressing systemic flaws in the SHA model.

Earlier in the year, Duale threatened action against sponsors supporting health reporting desks, further escalating tensions between the ministry, healthcare providers, and the press.

As these key issues remain unresolved, questions about Kenya’s disease preparedness and healthcare financing continue to mount, underscoring the need for transparent communication and effective management within the Health Ministry.
