IEBC Officially Launches 2027 Election Period Amid Procurement Uncertainty

The Independent Electoral and Boundaries Commission (IEBC) has formally commenced the election period for Kenya's 2027 General Election. On August 20, 2026, the commission published a Gazette Notice activating the Electoral Code of Conduct and the Election Offenses Act, marking the official start of the legally binding countdown to the polls set for August 10, 2027.

IEBC is prioritizing voter registration expansion, aiming to increase the register from 22.1 million in 2022 to an estimated 28.5 million for the upcoming election. This growth includes extending diaspora voter registration from 12 to 26 countries. Voters will benefit from biometric verification systems allowing them to confirm their registration details ahead of election day. Additionally, the final voter register will undergo an independent forensic audit before certification.

Political parties face a condensed timeline, including submitting authorized signatories by October 15, 2026, and completing primaries by May 8, 2027. Despite these clear deadlines, IEBC is currently grappling with procurement challenges. The acquisition of election technology and ballot papers has been put on hold following a request for review lodged with the Public Procurement Administrative Review Board. While procurement of other election-related materials continues, the commission has not indicated when the halted processes will resume.

This procurement impasse raises concerns about IEBC's capacity to deliver critical election infrastructure on time. Historically, Kenya's elections have been affected by technology failures and procurement disputes, which have impacted electoral credibility. The commission insists its timelines are non-negotiable, but the unresolved procurement issues cast uncertainty over the availability of ballots and technology crucial for verifying and transmitting results.

IEBC also addressed a recent High Court ruling from Malindi that briefly advanced the constitutional election date to August 2026. The ruling has been suspended pending appeal, allowing the commission to proceed with the original 2027 timetable.

As the campaign season approaches in May 2027, all eyes will be on IEBC to see if it can overcome these hurdles and uphold the integrity and smooth running of the electoral process.
