Agriculture Cabinet Secretary Mutahi Kagwe has appealed to Members of Parliament to accelerate the approval of critical agriculture legislation before the close of 2026. He cautioned that the upcoming 2027 General Election campaign could stall essential reforms if the bills are not passed promptly.
Speaking at a breakfast meeting with the National Assembly Departmental Committee on Agriculture, Kagwe emphasized the importance of finalizing pending laws that underpin ongoing reforms in the agriculture and livestock sectors.
Urgency Ahead of Election Period
"We must fast-track the passage of these Bills before the end of 2026," Kagwe stated. "Delays until the campaign period risk legislative gridlock, and some processes may need to restart in the next Parliament."
Supporting Evidence-Based Legislation
The CS directed ministry officials to collaborate closely with legislators by providing comprehensive, accurate, and well-researched information to facilitate informed debate and decision-making.
"I have instructed ministry officials to ensure MPs receive detailed information to enable effective policy-making and timely responses during parliamentary sessions," he added.
Strengthening Collaboration
The meeting convened senior officials from the Ministry of Agriculture and members of the Agriculture Committee, including Chairperson John Mutunga and vice chairperson Brighton Yegon, among others. They reviewed legislative priorities and explored ways to enhance cooperation between Parliament and the Executive.

Agriculture remains a cornerstone of Kenya's economy, providing employment to millions and contributing to food security, exports, and agro-processing industries. The ministry is focused on modernizing the sector through policy and legislative reforms aimed at increasing productivity, improving market access, and boosting competitiveness.
Kagwe expressed optimism that improved collaboration will ensure the smooth passage of the proposed laws and uninterrupted implementation of reforms as Kenya approaches the 2027 elections.
