Maize flour remains Kenya's most widely consumed staple, forming a key part of daily meals across the country. While the law has required flour fortification with essential vitamins and minerals since 2012, compliance remains low, putting millions at risk of micronutrient deficiencies.

Legal Requirements and Reality

Under the Food, Drugs and Chemical Substances Act and Kenya Bureau of Standards (KEBS) KS 65, all maize flour intended for human consumption must be fortified with nutrients such as iron, zinc, Vitamin A, folic acid, and B vitamins. However, only about 37% of maize flour sold meets these standards, with much of the unfortified flour circulating through informal and unregulated milling channels.

Health Implications

Micronutrient deficiencies silently undermine the health of Kenyan families. According to the Kenya Demographic and Health Survey and Ministry of Health data:

  • 41.6% of pregnant women suffer from anaemia.
  • One-third of children under five experience Vitamin A deficiency.
  • An estimated 75% of Kenyans have zinc deficiency.

These deficiencies affect cognitive development, immunity, and productivity, contributing to broader social and economic challenges.

Why Fortification Matters

Fortifying maize flour does not require changes in dietary habits or additional costs for families. Since the average Kenyan consumes between 63 and 90 kilograms of maize flour annually, fortification offers an effective, affordable intervention to deliver essential nutrients at scale.

Call for Stronger Enforcement and Awareness

Closing the compliance gap demands coordinated action among KEBS, county governments, public health agencies, and industry stakeholders. Enforcement efforts must prioritize informal milling sectors where non-compliance is most prevalent.

Consumer education is equally critical. Kenyans should seek the KEBS fortification mark—the "running man" logo—on flour packaging to ensure nutritional quality.

Fortification is not merely regulatory compliance; it is a public health imperative that supports the well-being of children, mothers, and families nationwide.
