Kenya to Accelerate Probe into Samburu Helicopter Crash That Killed Ecuador’s Intelligence Chief
Kenya commits to fast-track investigations and support repatriation following helicopter crash in Samburu that claimed Ecuador’s top intelligence official and others.
Kenya has vowed to speed up the investigation into the helicopter crash in Samburu County that led to the death of Michele Sensi-Contugi Ycaza, Ecuador’s National Intelligence Centre Director, and his wife, Stephany María Hollihan.
Principal Secretary for Foreign Affairs Korir Sing’Oei made the pledge during a phone conversation with Ecuador’s Deputy Minister of Foreign Affairs Alejandro Davalos on August 22, 2026. He assured that Kenya would facilitate both the preliminary inquiry and the repatriation of the victims’ remains.
Details of the Incident and Investigation
- The helicopter crashed on August 19, 2026, while flying from Loisaba Conservancy to Ewaso Nyiro in Samburu during a recreational trip.
- Alongside Sensi-Contugi and his wife, pilot Josh Outram, senior Telemundo executive José Suárez, and Miami-based businessmen Roger Duarte, Adam Hlavaty, and Henry Parra also perished.
- The aircraft, identified as a Eurocopter EC130 B4, was destroyed by impact and fire.
- The Air Accident Investigation Department (AAID) is leading the probe, with assistance from investigators from the US and France.
- Kenya’s aviation regulations do not require black boxes on this type of helicopter; thus, investigators rely on other evidence to reconstruct the crash.
- Key investigative focuses include pilot competency, aircraft condition and certification, and adherence to passenger limits.
- A preliminary report is expected within 30 days.
Post-mortems on the victims were completed at Lee Funeral Home, while the crash site continues to be examined for clues. Kenya has committed to working closely with Ecuador to conclude the investigation and ensure the dignified return of the deceased.
