Kirinyaga Governor Anne Waiguru has been ranked the best-performing governor in Kenya according to the Politrack Africa Thematic Governors Performance Index 2022-2026, released on July 25, 2026.
The index evaluated all 47 county governors based on four key sectors: agriculture, health, water management, and public satisfaction. Waiguru scored 61.5%, placing her ahead of Kisii Governor Simba Arati, who attained 58.5%.

Other governors rounding out the top ten include Samburu’s Jonathan Lati Lelelit, Kiambu’s Kimani Wamatangi, Isiolo’s Abdi Guyo, Nandi’s Stephen Sang, Homa Bay’s Gladys Wanga, Murang’a’s Irungu Kang’ata, and Kilifi’s Gideon Mung’aro.
Key Factors Behind Waiguru’s Lead
Waiguru’s leadership was highlighted for robust achievements such as commissioning the Sagana Agro-Industrial Park, expanding irrigation schemes, upgrading Kianyaga and Kimbimbi Level 4 hospitals, and completing significant water projects. She also recorded the highest public satisfaction score at 68%.
Simba Arati’s second-place finish was supported by initiatives including subsidised fertiliser distribution, equipping sub-county hospitals with diagnostic tools, and implementing water supply projects.
Narok’s Patrick Ole Ntutu and Machakos’ Wavinya Ndeti tied for third place, credited for investments in agriculture, healthcare, and water infrastructure. Ntutu was noted for multiple water projects and livestock vaccination campaigns, while Ndeti’s administration distributed climate-smart seeds.
Survey Methodology
The survey was conducted between July 13 and July 17, 2026, using Computer-Assisted Telephone Interviews (CATI) with 3,000 respondents sampled from all 47 counties.
