Members of Parliament (MPs) from the National Assembly Public Investments Committee on Social Services, Administration and Agriculture refused to engage with Nyerere Kutwa, the Anti-Female Genital Mutilation (FGM) Board's Director of Programmes, over his unformalised status as Acting Chief Executive Officer (CEO).
The incident occurred during a parliamentary session on Tuesday, where Kutwa was summoned to address audit queries spanning the financial years 2015/16 to 2023/24. However, Committee Chairperson Emmanuel Wangwe halted proceedings upon discovering that the responses were signed by the outgoing CEO, Bernadette Loloju, who was on terminal leave.
Wangwe emphasized that Kutwa lacked the legal authority to represent the Board without a formal appointment letter confirming his role as Acting CEO. The Chairperson instructed that Kutwa’s official handover and formalisation of the appointment were still pending, scheduled for the following week.
Supporting the Chairperson’s decision, MPs Jackson Kosgey and Joshua Kimilu underscored the necessity of following legal protocols before any official representation in parliamentary sessions.
Explaining the situation, Kutwa noted that Loloju was the substantive CEO during the initial audit review but left office in May 2026, after which his acting role was proposed but not yet formalised.
The Committee has directed the Anti-FGM Board to notify Parliament once the appointment process is complete, so the confirmed CEO can appear and respond to outstanding audit matters.
