President William Ruto has announced a plan to provide full government funding to every university student in Kenya under a revamped higher education financing system.
Speaking at the Huawei ICT Awards event held at State House Nairobi, the President emphasized that financial constraints should never hinder access to education. He revealed ongoing consultations with university vice chancellors to improve the current student-centred funding model, ensuring all students receive comprehensive support.
Addressing Past Challenges
Ruto acknowledged the severe financial difficulties inherited in public universities, where many institutions struggled to pay lecturers and suppliers. "Upon taking office, we faced a dire situation with many universities unable to meet their financial obligations," he stated.
New Funding Framework
The President highlighted progress made with the existing model but promised a more robust framework that guarantees full funding for every student. "We are advancing towards a universal funding model that will cover all students' education costs," he said.
Defending the cost of this initiative, Ruto remarked, "If you think education is expensive, try ignorance and you will understand which is costlier." He stressed that education is central to Kenya's ambition of becoming a first-world nation and that investing in knowledge is key to sustainable development.
Universal Funding Model
This commitment follows Ruto's July 21 announcement, where he outlined plans to shift from previous funding approaches to a universal system that does not consider a student's background but their academic merit.
He explained that earlier models, including differentiated and equity-based funding, had not met their objectives. The new amendments before Parliament aim to ensure no qualified student misses out on higher education due to financial limitations.
Under the proposed system, all students admitted to universities or colleges will receive full funding. Parents able and willing to contribute may still do so, but government support will be available for those who cannot afford the costs.

Ruto expressed confidence in Kenya's youth as the driving force behind the country's economic transformation and future growth. The government’s overhaul of higher education funding responds to widespread criticism and legal challenges faced by the previous system.
