The Senate Public Accounts Committee has instructed Inspector General of Police Douglas Kanja to arrest Isiolo Governor Abdi Guyo and present him before the committee following the governor's failure to attend a scheduled hearing on July 27.
Chairing the committee, Senator Moses Kajwang of Homa Bay condemned Governor Guyo's non-cooperation, highlighting a recurring pattern of disregard for accountability processes spanning over two financial years.
Governor Guyo had submitted a letter on July 16 seeking to postpone his appearance, citing prior official commitments. However, the committee dismissed this request, noting the letter was only received by both the committee and the Auditor-General at 12:30 pm on the day of the hearing, which was deemed procedurally improper and indicative of deliberate avoidance.
In addition to ordering the governor's arrest, the committee summoned IG Kanja to explain why a previous arrest directive issued on July 9 had not been enforced.
"We have ensured all administrative avenues were exhausted before escalating to enforcement," Senator Kajwang stated, emphasizing the fairness and thoroughness of the process.
Governor Guyo is expected to address audit queries concerning the management of billions of shillings allocated to Isiolo County. The Ethics and Anti-Corruption Commission (EACC) has also been invited to investigate potential misappropriation of county funds.
The committee further warned Nairobi Governor Johnson Sakaja and Garissa Governor Nathif Jama Adam, who are also under scrutiny for allegedly ignoring Senate summons.
