The Senate Public Accounts Committee has given Inspector General of Police Douglas Kanja a 10-day ultimatum to arrest Isiolo Governor Abdi Guyo and produce him before the committee.
This directive follows Governor Guyo's failure to appear before the committee on July 27, 2026, at 2pm, as required to respond to audit queries regarding the management of billions of shillings allocated to Isiolo County.
Failed Appearance and Committee Response
Governor Guyo had sent an apology letter dated July 16, citing prior county engagements as reasons for missing the meeting and requested rescheduling. However, the committee, chaired by Senator Moses Kajwang of Homa Bay, rejected the explanation, noting the letter was only copied to the county government and Auditor-General on the day of the scheduled appearance.
Senator Kajwang criticized the governor's office for non-cooperation and described the communication process as flawed. He emphasized that prior administrative efforts to secure the governor's attendance had been exhausted, including previous summons issued on July 9 which were also ignored.
Call for Enforcement and Accountability
- The committee instructed IG Kanja to arrest and bring Governor Guyo before it within 10 days.
- IG Kanja is also expected to explain why earlier attempts to enforce the arrest directive failed.
- The Senate has invited the Ethics and Anti-Corruption Commission to investigate potential misuse of county funds.
- Other governors, including Nairobi's Johnson Sakaja and Garissa's Nathif Jama Adam, have been warned over similar non-compliance with Senate summons.
Senator Kajwang reaffirmed the Senate's commitment to oversight, asserting that county executives must respect accountability processes given the significant public resources involved.
