Nairobi Senator Edwin Sifuna has dismissed President William Ruto’s allegations that the opposition lacks a clear agenda for the 2027 General Election. Speaking at the Linda Mwananchi rally in Bungoma County on July 26, 2026, Sifuna emphasized that the opposition’s platform is rooted in upholding constitutional governance, protecting human rights, and strengthening devolution.

"We are aware that the constitution mandates a democratic government that respects citizens’ rights, unlike the current administration," Sifuna stated, addressing President Ruto directly.

Ruto’s Accusations of Opposition Propaganda

Earlier in June 2026, President Ruto accused opposition leaders of disrupting societal functions such as businesses, churches, and funerals without proposing viable development plans. Speaking in Kakamega on June 13, he criticized opposition rallies as platforms for misinformation, highlighting his government’s achievements including the revival of Mumias and Sony sugar companies, infrastructure projects, recruitment of 100,000 teachers, and expansion of healthcare services through the Social Health Authority.

Sifuna Highlights Devolution and Civil Rights

Contrasting Ruto’s claims, Sifuna argued that safeguarding constitutional rights constitutes a legitimate political agenda. He also accused the president of undermining devolution by blocking increased funding for county governments despite Senate efforts. Addressing Bungoma Governor Ken Lusaka, Sifuna said:

  • "The biggest adversary of devolution, who is pressuring you as governor, is William Ruto."
  • "While the Senate pushes for more county resources, Ruto refuses to allocate the necessary funds."

Although the 2026/27 budget increased counties’ equitable share to Ksh428 billion from Ksh370 billion in 2022/23, Sifuna insisted the national government continues to restrict county autonomy.

He further criticized the government’s approach to affordable housing, linking it to the controversial directive issued by Ruto in July 2025 instructing police to shoot protestors in the legs during unrest. Sifuna questioned the logic of promoting multi-storey housing projects while suppressing protests violently.

The senator’s remarks indicate that the Linda Mwananchi movement plans to foreground constitutionalism, enhanced county funding, and protection of civil liberties as its core agenda ahead of the 2027 elections.
