Ukraine's National Olympic Committee has formally appealed against the International Olympic Committee's (IOC) recent decision to ease restrictions on Russian athletes.
On July 28, 2026, Ukraine filed a Statement of Appeal with the Court of Arbitration for Sport (CAS), requesting the annulment of the IOC's ruling that lifted the suspension of the Russian Olympic Committee. The Ukrainian committee argues that this decision was premature and contravenes the Olympic Charter.
The IOC had earlier removed a range of sanctions imposed on Russian athletes following Moscow's 2022 invasion of Ukraine. This move enables Russian competitors to participate in team events and qualifying rounds for the 2028 Summer Olympics in Los Angeles. However, the IOC has not clarified if the ban on Russia's flag and anthem will be lifted.
Ukraine's statement emphasized that the IOC failed to properly consider the circumstances that led to the initial suspension of Russia, deeming the decision inconsistent with established Olympic regulations.
In recent months, multiple sports federations have reinstated Russian athletes. For instance:
- World Gymnastics removed all restrictions on Russian and Belarusian athletes in May 2026.
- The European Fencing Federation readmitted Russia in June 2026.
- Russian fencer Pavel Graudyn won gold at the World Fencing Championships in Hong Kong, marking Russia's first major victory under its own flag since the restrictions were lifted.
Neither the IOC nor Russian officials have issued comments regarding Ukraine's appeal.
