UN Human Rights Chief Volker Türk has raised serious concerns about Israeli strikes in Lebanon, cautioning that the ongoing attacks could amount to international crimes. Türk concluded a two-day visit to Lebanon on Monday, where he witnessed the extensive damage and displacement caused by the conflict.

Since the escalation triggered by US-Israeli operations on March 2, more than 4,300 people have lost their lives and over 12,200 have been injured in Lebanon, according to national authorities. Despite a conditional ceasefire agreed in April, Israeli airstrikes continue in densely populated areas, contributing to mass displacement alongside ongoing Hezbollah fighting.

Widespread Destruction and Displacement

During his visit, Türk met with Lebanese government officials, civil society representatives, and displaced civilians. At a school sheltering nearly 1,000 people fleeing violence, residents shared accounts of destruction to homes, schools, healthcare centers, water and electricity infrastructure, places of worship, and farmland caused by Israeli strikes.

A man who lost his mother and brother in attacks recounted his efforts to document rights violations and seek accountability, reflecting the widespread demand for justice Türk encountered.

Human Rights Monitoring and Protection Gaps

With Lebanon’s consent, the UN human rights office has deployed a mission to collect evidence on alleged violations by all conflict parties. Türk also warned of risks linked to the upcoming expiration of the UN Interim Force in Lebanon’s (UNIFIL) mandate at year-end, which could leave civilians in southern Lebanon more vulnerable.

Calls for Inclusive Protections and Reforms

Türk highlighted the need to enhance protections for marginalized groups, including refugees, migrants, LGBTQ+ individuals, and persons with disabilities, who face significant challenges in accessing safety and services amid the conflict.

He acknowledged Lebanon’s progress in ratifying the Convention on the Rights of Persons with Disabilities and efforts to abolish the death penalty, strengthen judicial independence, and improve prison conditions. Türk also urged the decriminalization of same-sex relationships.

Outlook

Recovering from the conflict will require rebuilding trust between communities and the government to ensure rights protection and security. Türk affirmed the UN’s commitment to supporting Lebanon’s human rights promotion and protection efforts moving forward.
