Health Cabinet Secretary Aden Duale has confirmed that a 2% deduction is applied to claims submitted by healthcare providers under the Social Health Authority (SHA).
Duale explained that this deduction is paid to the Digital Health Agency (DHA), a government body established under the Digital Health Act of 2023. The fee covers the use of the Comprehensive Integrated Health Information System managed by the agency.
Allocation and Oversight of Funds
- The Digital Health Agency receives the 2% levy as authorized by section 48(1)(c) of the Digital Health Act.
- All funds collected are public money and subject to audits under the Public Finance Management Act and the Public Audit Act.
- Financial statements are presented to the National Assembly following audit reports by the Auditor-General.
Clarification on Fund Management
Duale emphasized that no private entity handles or disburses the deducted funds. According to the Social Health Insurance Act (sections 5(e), 35, and 36), only the Social Health Authority processes and pays claims to healthcare providers.
The technology supporting the health information system is operated under a government contract with the Safaricom Consortium, procured following the Public Procurement and Asset Disposal Act.
