President William Ruto has declared the commencement of a government stipend programme for village elders nationwide. The announcement was made on August 4, 2026, during a consultative meeting held at State House, Nairobi.
Addressing the elders, President Ruto emphasized that the stipend is a form of recognition rather than payment for their patriotism or service, which he described as invaluable. "This is simply recognition of the work you perform every day in serving your communities," he stated.
Call for Integrity and Fairness
The Head of State urged village elders to uphold integrity, impartiality, and accountability in their duties. He stressed the importance of serving all Kenyans equally, regardless of political affiliations, while protecting vulnerable community members and promoting peaceful coexistence. President Ruto reminded the elders that their authority stems from community trust, which they must safeguard.
Historic Gathering and Government Support
The meeting marked the first time village elders from across Kenya convened at State House. It was attended by senior government officials including Interior CS Kipchumba Murkomen, National Treasury CS John Mbadi, Prime CS Musalia Mudavadi, ODM leader Oburu Odinga, and others.
Interior PS Raymond Omollo described the forum as a significant step in enhancing collaboration between the national government and grassroots leaders.
Background and Implementation
The stipend initiative fulfills a plan initially announced by Interior CS Murkomen in September 2025. At that time, he explained that while the government could not afford to place village elders on the public payroll, stipends would be provided to support their welfare and effectiveness.
The move responds to longstanding calls for formal recognition of village elders’ roles in conflict resolution, community mobilisation, and supporting government programmes at the grassroots level.
