Human Rights Group Urges ICC to Monitor Kenya Ahead of 2027 Polls

A Kenyan human rights organisation, Vocal Africa, has urged the International Criminal Court (ICC) to intensify monitoring of Kenya in the lead-up to the 2027 General Election.

In a letter addressed to the ICC and shared with Kenyans.co.ke, Vocal Africa highlighted concerns over increasing political violence and warned that political leaders and security officials could be held individually accountable if implicated in crimes under ICC jurisdiction.

Vocal Africa CEO Hussein Khalid emphasised the need for early warnings to deter acts that may escalate into serious crimes. He stated:

“Remind Kenya's political leaders, public officials and security commanders that individual criminal responsibility may arise where persons order, facilitate, encourage or contribute to crimes within the jurisdiction of the Court.”
“Issue an early warning to all political actors and state officials against incitement, mobilisation of violence and other conduct that may contribute to the commission of crimes within the jurisdiction of the Court.”

The group’s appeal is grounded in Article 15 of the Rome Statute, which empowers the ICC Prosecutor’s Office to act on early warnings before crises fully develop.

Vocal Africa points to a surge in armed groups disrupting protests, political gatherings, and civic meetings since the Gen Z demonstrations of 2024 and 2025. It identified several hotspots including Homa Bay, Mombasa, Nairobi, Kisumu, Keumbu (Kisii), Witima (Nyeri), Ol Kalou (Nyandarua), Kaptembwa (Nakuru), and Kitengela (Kajiado).

The organisation also raised alarm over increased attacks on journalists and a rise in inflammatory political rhetoric that risks deepening ethnic divisions and portraying entire communities as adversaries.

These developments have prompted Vocal Africa to call on the ICC to take proactive steps to prevent escalation of violence and uphold accountability during the sensitive electoral period.
