The Independent Electoral and Boundaries Commission (IEBC) has officially opened the recruitment process for a new Commission Secretary and Chief Executive Officer (CEO). This key administrative role involves overseeing the implementation of IEBC policies and managing daily operations.

Eligibility and Requirements
- Applicants must meet constitutional requirements for public office holders.
- Possess relevant academic qualifications, professional experience, and leadership skills as outlined in the IEBC Act and other applicable laws.
- Shortlisted candidates will need to provide clearance certificates from the Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), and a registered Credit Reference Bureau (CRB).
Role Responsibilities
The successful candidate will lead the commission’s administrative functions, including:
- Implementing commission resolutions.
- Managing staff and daily operations.
- Administering financial and administrative duties.
- Ensuring security of official records.
- Guiding the institution to fulfill its constitutional mandate with accountability and integrity.
Context
This recruitment follows the departure of former CEO Marjan Hussein Marjan earlier this year. Moses Ledama Sunkuli has been acting in the role pending the appointment of a substantive CEO. The position is appointed for a four-year term, renewable once, with the current acting CEO ineligible for renewal.
The appointment comes as IEBC intensifies preparations for upcoming by-elections and other constitutional responsibilities, aiming to strengthen its leadership and operational effectiveness.
