The Kenya Revenue Authority (KRA) has rolled out a new regulation requiring all exporters to Kenya to secure an Advance Cargo Declaration (ACD) reference code before dispatching cargo. Effective from August 3, 2026, this mandate applies to exporters, foreign freight forwarders, shipping lines, and clearing agents involved in international shipments to Kenya.

Exporters must submit an Advance Cargo Declaration through KRA's dedicated online platform prior to cargo loading. The submission should include essential shipping documents such as a draft Bill of Lading, Commercial Invoice, Freight Invoice, and Export Declaration.

Once processed, KRA issues an ACD reference code that must be clearly endorsed on the Bill of Lading. This step is crucial to ensure the cargo is allowed entry into Kenyan ports without delays.
