Lang'ata Member of Parliament Phelix Odiwuor, widely known as Jalang'o, has called for the introduction of mandatory National Youth Service (NYS) training for all students completing Form Four. He argues that this measure will help tackle what he describes as a growing crisis of young men lacking essential life skills despite physical maturity.

Jalang'o highlighted that many secondary school graduates leave without practical skills needed to navigate adulthood beyond academics. He expressed concern about a "breed of men" who are physically grown but ill-prepared to handle responsibilities, noting some rely heavily on social media presence rather than real-world capabilities.

Building Character and Responsibility

The MP believes compulsory NYS training, which includes paramilitary-style discipline, vocational skills, and civic education, would instill values such as self-discipline, responsibility, and respect. He emphasized that these qualities are increasingly absent among youth and essential for becoming responsible adults.

"A real man knows how to take care of himself, respect elders, and remain steadfast during challenges," Jalang'o said. He argued that traditional rites of passage are no longer sufficient and that structured national service can better prepare young people for life’s demands.

Proposal Details and International Context

Jalang'o is preparing legislation that would require all secondary school leavers to complete a six-month NYS program before advancing to university, technical colleges, or the workforce. He pointed out that countries like Nigeria and Saudi Arabia have similar mandatory national service systems, and Kenya previously operated one.

The proposed program aims to expose youth to leadership, vocational training, patriotism, and physical conditioning to reshape their mindset and readiness for adult life.

Current NYS Enrollment Criteria

  • Kenyan citizenship aged 18-24 years
  • Possession of a national identity card
  • Minimum grade of D (plain) in KCSE
  • Passing medical and physical fitness assessments
  • Certificate of Good Conduct

Currently, NYS participation is voluntary. Successful recruits undergo six months of physical and paramilitary training before moving to service assignments and technical training.
