Matungulu Member of Parliament Stephen Mule has demanded the arrest of Homa Bay Town MP Peter Kaluma, accusing him of making statements that could have incited violence at a recent political rally in Homa Bay.

Speaking on Monday, August 17, 2026, Mule emphasized the responsibility of political leaders to exercise caution in their public statements as the country gears up for the 2027 General Election.

Calls for accountability

"The statements made by my colleague, MP Peter Kaluma, were a recipe for violence and warrant his arrest," Mule asserted. He warned that escalating political activity will put pressure on security agencies to maintain order.

Concerns over security preparedness

Mule also questioned the readiness of security forces for the Homa Bay rally, noting that authorities had prior knowledge of the event and should have deployed additional officers from surrounding areas.

  • He expressed surprise that agencies such as the Directorate of Criminal Investigations (DCI), National Intelligence Service (NIS), Nyumba Kumi, and local police were unaware of road blockades during the rally.

Pattern of inflammatory rhetoric

The Matungulu MP linked Kaluma's comments to earlier provocative statements by another legislator, Honourable Kagusha, who had threatened political opponents weeks prior.

"Kaluma’s remarks followed a similar pattern and should have triggered preventive action before the rally," Mule said.

NCIC summons Kaluma

Following these developments, the National Cohesion and Integration Commission (NCIC) has summoned MP Kaluma to appear at its offices in Britam Towers, Upper Hill, on Wednesday, August 19, 2026, at 10 a.m. for investigations into his remarks made on August 15.

The summons, issued under relevant sections of the National Cohesion and Integration Act, cite statements encouraging action against supporters of rival political factions and instructions to search hotels and residences hosting them.

The NCIC stated that the inquiry aims to uphold national cohesion and address hate speech that threatens peaceful coexistence as political mobilization intensifies nationwide.

Kaluma’s appearance before the commission is expected amid heightened political tensions ahead of the upcoming general elections.
