The National Police Service (NPS) has introduced four new specialized units as part of a revamped organizational structure designed to enhance policing effectiveness and service delivery nationwide.

Inspector General Douglas Kanja announced the creation of the following units:

  • Nairobi Metropolitan Police: Focused on coordinating security operations within Nairobi Metropolitan Area, this unit aims to tackle urban security challenges through integrated law enforcement and advanced technology. Commanded by Tom Odero, it reports to the Deputy Inspector General of the Kenya Police Service and is headquartered at Kamukunji Police Station, which will also host an Integrated Command and Communication Centre for real-time operations.
  • Judiciary Police Unit: Established to provide dedicated protection for courts, judicial officers, court users, and judicial facilities, enhancing security within the Judiciary.
  • Quick Response Unit: A rapid deployment team tasked with responding swiftly to emergencies and high-risk incidents requiring immediate police intervention.
  • Kenya Police Marine Unit: Charged with strengthening security along Kenya’s coastal waters, lakes, and inland waterways, this unit targets marine crime, improves water safety, and protects maritime interests.

These formations are part of broader reforms aimed at modernizing policing, improving coordination among specialized units, and boosting the Service’s capacity to address emerging security threats.

The Nairobi Metropolitan Police, the newest unit, was formed following a detailed assessment of Nairobi’s urban security environment. The assessment highlighted the need for enhanced inter-agency collaboration, use of modern technology, increased accountability, and stronger community engagement to address complex metropolitan security issues.

The unit’s structure includes sub-region and sub-county commanders supported by a network of police stations, posts, and patrol bases to ensure rapid response and visible police presence across Nairobi. Specialized operational teams within the unit will cover diplomatic security, public safety, enforcement, traffic management, investigations, and patrol duties.

President William Ruto directed the establishment of the metropolitan police to transform policing in Nairobi through a technology-driven, mobile model that respects constitutional command while enhancing regional coordination. The initiative aims to safeguard businesses, critical infrastructure, and public order while supporting Nairobi’s growth as a regional commercial and diplomatic hub.
