Siaya Senator and ODM leader Oburu Oginga has revealed that the Vision 2060 development plan recently unveiled by President William Ruto was originally conceptualized by the late Raila Odinga and his team. Speaking at a thanksgiving event for Homa Bay Woman Representative Joyce Atieno Osogo Bensuda, Oburu described the blueprint as ODM’s contribution to the Kenya Kwanza-ODM coalition government.

"President Ruto’s Vision 2060 is actually an idea that came from our late leader Raila Amolo Odinga and his expert team," Oburu said. "We fully support the plan because it is our idea and contribution to the coalition."

Vision 2060: Building on Vision 2030

President Ruto introduced Vision 2060 as Kenya’s new long-term development framework, intended to succeed Vision 2030. The blueprint aims to transform Kenya into a globally competitive, inclusive, and sustainable economy over the next three decades. To guide this process, Ruto appointed an advisory team led by Professor Hiroyuki Hino and Governor Anyang' Nyong'o to engage experts, policymakers, the private sector, academia, and citizens in shaping the national agenda.

ODM’s Role in the Coalition

Oburu defended ODM’s participation in the Kenya Kwanza administration, emphasizing that the party’s involvement is about influencing policy rather than political compromise. He highlighted that ODM entered government "through the window" but intends to gain a stronger mandate in the next general election.

"This time, we will come through the front door, strong and not as beggars," he declared, adding that ODM expects its political strength to translate into fair power-sharing arrangements based on its electoral support.

He disclosed that ODM and the United Democratic Alliance (UDA) have formed a joint technical team to negotiate a shared policy framework, which will underpin future political cooperation and campaign manifestos.

Political Zoning and Party Strongholds

On political zoning, Oburu called for respect of each coalition partner’s traditional areas of influence, urging that ODM’s strongholds remain under its control. He specifically mentioned that counties where ODM holds governors, MPs, and MCAs should be regarded as the party’s zones without negotiation.

"We want zoning because this is our zone. We don't want UDA here in Homa Bay," he said, stressing ODM’s intention to consolidate support in regions such as Nyanza, Western Kenya, the Coast, North Eastern, and Turkana before collaborating with other partners to form the next government.

"We aim to unite all ODM strongholds to form the next government as one," Oburu concluded.
