Parliament Confirms Dr Duncan Ojwang Oburu as New IPOA Chairperson
Dr Duncan Ojwang Oburu has been approved by MPs as the new Chair of IPOA, pledging to uphold police oversight independence and accountability.
The National Assembly has officially approved Dr Duncan Ojwang Oburu as the new Chairperson of the Independent Policing Oversight Authority (IPOA), marking the final parliamentary step in his appointment process.
Dr Ojwang succeeds Justice Ahmed Issack Hassan, who vacated the IPOA chair to serve as a Judge of the Court of Appeal. President William Ruto nominated Dr Ojwang in July 2026, and after vetting by the Departmental Committee on Administration and Internal Security, the House gave its consent.
Commitment to Independence and Accountability
During his vetting on August 12, 2026, Dr Ojwang emphasized his dedication to preserving IPOA’s independence while fostering constructive engagement with the National Police Service. He committed to "speaking truth to power" and ensuring that IPOA can investigate police misconduct without interference.
He highlighted that collaboration between IPOA and the police should not undermine the authority’s investigative role, especially when handling complaints against officers. Describing IPOA as "the eye of Kenyans," Dr Ojwang stressed the importance of centering citizens in policing oversight.
Focus on Strengthening Police Oversight
Dr Ojwang assumes leadership amid ongoing public concerns about police accountability, use of force, and trust in law enforcement. IPOA’s mandate includes investigating deaths and serious injuries caused by police, handling complaints, monitoring police operations, and advising relevant authorities.
His tenure is anticipated to strengthen IPOA’s autonomy and renew focus on effective mechanisms to address police misconduct while improving relations among the police, oversight bodies, and the public.
Relevant Experience
Before this appointment, Dr Ojwang chaired the Kenya National Commission on Human Rights (KNCHR), bringing extensive experience in human rights advocacy and constitutional governance to his new role.
With parliamentary approval complete, Dr Ojwang is set to formally take charge of IPOA and guide the institution through its next phase of oversight and reform.
