President William Ruto has introduced a comprehensive support package for more than 106,000 village elders nationwide, aimed at strengthening their role in grassroots leadership and community development.

During a gathering at State House Nairobi on August 4, 2026, the President highlighted the elders' crucial contributions in mobilising communities for vaccination, census, voter registration, school enrolment, drought relief, disaster response, community policing, and identifying vulnerable households.

Key Announcements for Village Elders

  • Monthly Stipend: Each village elder will receive Ksh 3,000 monthly starting this month, recognising their vital community service rather than as a reward.
  • Smartphones: The government will provide smartphones to improve communication, with funding allocated in the National Budget for device procurement.
  • Training: Elders will undergo skills development in administration to enhance their effectiveness in serving residents.
  • Health Insurance: The National Treasury will fund medical coverage under the Social Health Authority (SHA) for village elders and their families, ensuring access to healthcare and social protection.

President Ruto urged village elders to uphold integrity by rejecting corruption, protecting vulnerable groups, promoting peace, and safeguarding public resources. He also called on them to lead grassroots engagement in the national conversation on the proposed National Development Charter, emphasising that it must be citizen-driven and inclusive.

Additional Government Commitments

The President reiterated the government's commitment to realising constitutional rights such as healthcare, housing, clean water, social security, and education. He stressed that political progress should translate into improved economic opportunities and living standards for all Kenyans.

Addressing the 2027 General Election, President Ruto promised a free, fair, and peaceful poll, warning against intimidation, ethnic division, and coercion. He emphasized the importance of respecting every citizen’s right to vote freely.

Support from Political Leaders

Prime Cabinet Secretary Musalia Mudavadi praised President Ruto's development record and urged village elders to support his re-election decisively. ODM leader Oburu Oginga acknowledged this administration as the first to formally appreciate village elders' contributions and announced ODM’s backing of the President's 2027 bid.

Interior Cabinet Secretary Kipchumba Murkomen urged elders to combat tribalism and political incitement, announcing increased funding and promotions for chiefs and assistant chiefs, alongside plans to enhance digital literacy and leadership training for village elders.
