President William Ruto has announced a comprehensive benefits package for Kenya’s 106,000 village elders, integrating them into the National Government Administration system.
Speaking at State House Nairobi on August 4, during a gathering of over 10,000 village elders, Ruto revealed that the government will start paying a monthly stipend of KSh 3,000 to all village elders across the 47 counties immediately.
Health Insurance and Financial Backing
In addition to the stipend, Ruto directed Treasury Cabinet Secretary John Mbadi to allocate funds in the Supplementary Budget to cover Social Health Authority (SHA) insurance premiums for village elders starting January 2027. This move aims to ensure elders receive medical coverage as part of their welfare package.
Digital Tools and Security Support
The president also committed to providing smartphones to village elders to enhance their administrative functions and announced plans to deploy additional Administration Police officers to bolster security at the grassroots level.
Training in Artificial Intelligence
Highlighting the importance of modern skills, Ruto introduced a training program in artificial intelligence and digital literacy for village elders, emphasizing these as critical tools for effective community administration.
Ruto framed these initiatives as tangible steps toward fulfilling the social and economic rights outlined in Article 43 of the Kenyan Constitution, including healthcare, social security, and education.

Village elders serve as the foundational link between local communities and the government. Their formal incorporation and compensation mark a significant development in recognizing their vital role in Kenya’s administrative framework.
