Ruto Orders Integration of 107,000 CHPs into Health System, Promises Stipend Review and New Phones
President Ruto directs integration of 107,000 Community Health Promoters into SHA, pledges stipend review and new smartphones within three months.
President William Ruto has mandated the incorporation of over 107,000 Community Health Promoters (CHPs) into the Social Health Authority (SHA) framework as part of efforts to formalize and support this critical workforce.
Speaking at a health forum in Nairobi, the President also committed to reviewing the monthly stipends paid to CHPs by December 2026, aiming to enhance their welfare and recognition within Kenya's public health system.
Onboarding and Funding
Health Cabinet Secretary Aden Duale announced that the onboarding process into the Digital Health Agency system will begin on August 20 and conclude by August 24, ensuring all CHPs are registered ahead of the stipend review.
Since CHPs have not previously been part of any formal payroll, President Ruto outlined that funding will be split equally between the national government and county governments, each covering 50% of the costs.
Equipment and Benefits
Within 90 days, all CHPs will be equipped with advanced smartphones and upgraded medical kits to enhance their service delivery in the field, supporting Kenya's broader digital health initiatives.
Additionally, the Social Health Insurance Fund (SHIF) will be extended to cover the families of CHP beneficiaries, providing a more comprehensive healthcare package for workers and their households.
Broader Impact
This move marks a significant shift in the government's approach to community health workers, transitioning them from informal roles to formally recognized and supported members of the health sector.
Separately, President Ruto has also announced benefits for approximately 106,000 village elders, including a monthly stipend of KSh 3,000, health insurance, smartphones, and AI training to strengthen grassroots leadership and administration.
