US Secretary of State Marco Rubio has expressed confidence that Venezuela's political transition will take months rather than years. Speaking to reporters, Rubio highlighted the need for persistence and patience over weeks and months as the country navigates its path forward.
Seven months after the capture of former Venezuelan leader Nicolas Maduro in a US military operation, representatives of interim President Delcy Rodríguez and opposition groups are set to begin their first round of talks in Caracas this week.
Since Maduro's removal, Rubio has played a key role in shaping US policy towards Venezuela, a major oil-producing nation whose importance has grown amid rising oil prices linked to the conflict in Iran.
Phased Approach to Transition
Rubio outlined a three-stage process for Venezuela's recovery:
- Economic stabilization to improve the daily lives and prosperity of Venezuelans
- Political stabilization to create a sustainable governance environment
- Conducting elections to establish democratic legitimacy
He noted that enhancing economic conditions is vital to facilitating political change.
Drawing comparisons to historical transitions, Rubio referenced Eastern Europe's post-Iron Curtain experience and Paraguay's shift from authoritarianism to democracy, which took approximately three and a half years. He acknowledged the complexities involved but remains optimistic about a faster timeline for Venezuela.
